External Agency Assignments

In December of each even-numbered year, following the general election and seating of incoming Council Members, the Mayor appoints Council Members to serve as primary and alternate representatives with various agency committees and boards throughout the community. Council Members may be eligible to receive a stipend from an external agency for membership with certain bodies; information about any such stipends is available on the City's website as part of the City's Fair Political Practices Commission (FPPC) Form 806. Please see below for more information.

Additional Compensation (FPPC Form 806)

Fair Political Practices Commission (FPPC) Form 806 is used to report additional compensation that officials are eligible to receive when appointing themselves to positions on committees or boards of another agency, or within their own agency.

This form is required pursuant to FPPC Regulation 18702.5. Each agency must post on its website a single Form 806 which lists all the paid appointed positions to which an official will vote to appoint themselves. When there is a change in compensation offered or a new appointment, the Form 806 is updated to reflect the change. 

The Form 806 is posted prior to a vote to appoint a City Council Member if the appointee will participate in the decision to appoint themselves to a position that results in eligibility for additional compensation, and the form is updated following the vote if necessary. FPPC Regulation 18702.5 provides that, as long as the public is informed prior to a vote, an official may vote to hold another position even when the vote results in additional compensation.
